Then comes the officers who are appointed by the emperor to watch over the justice system, the economy, and military affairs. Every officer was appointed to a area that he would watch over. The Mughal emperors were renowned for their ability to chose the right people for the right job. Then comes the people. The people were not just lowlifes peasants to them, the emperors tried to take care of their people when they could. See not very complicated is it.
